The National Oceanic & Atmospheric Administration has launched a special investigation into the unusually high number of dead dolphins that have washed up on Southeast Texas beaches this year, the AP reports. When Southeast Texas schools took in 22,000 students displaced by Hurricane Katrina, the federal government promised it would reimburse the schools for most of the cost of educating the kids.
